Anyway to reassign a requisition created by other users?

Summary:

Are there anyway to reassign a purchase requisition created by other users to another user or to myself?

For example, I'm user A and I want to take User B's PR as mine, or give it to User C. Is it possible?

I've tried Reassign and Update Requester and Preparer in PR but both features seem to worn only on my PR.
