We have a requirement to remove the register supplier option under create surrogate response

We have a requirement where we don't want the register supplier option under surrogate responses and only want to see the option to register supplier under suppliers work area.

Navigation of the option from where we want to remove the access "Register New Supplier" : Procurement > Negotiations > Manage Negotiations > Search for an Active Negotiation > Click on the Negotiation > Actions > Manage > Create Surrogate Response > Register New Supplier

We have tried removing this access via privileges and personalization but have been unsuccessful in doing so. Could you please help us in determining how this option can be removed.
