Mismatch in HCM personalization helper tool reports (Excel and HTML format).

Summary:

The HCM personalization helper tool generates 2 reports (Excel and HTML format). When we check the excel report for Change Location page, it says 9 attributes will not be migrated by the tool. However, the HTML report for the same thing says 3 attributes will not be migrated. Why does the reports for the same parameters give different results?
