OCI: Disabling IPV6 Causes a Lot of Errors in Logs "no IPv6 link local address to retry after"

SYMPTOMS

After disabling the IPV6 using method 1 mentioned in the below document, the following messages are reporting continuously. 

/var/log/messages:

May 7 11:29:24 <HOSTNAME> NetworkManager[1496]: [1715092164.1356] ipv6ll[52cef6933730b513,ifindex=2]: changed: no IPv6 link local address to retry after Duplicate Address Detection failures (back off)
May 7 11:29:34 <HOSTNAME> NetworkManager[1496]: [1715092174.1459] platform-linux: do-add-ip6-address[2: <ipv6>]: failure 13 (Permission denied)
May 7 11:29:34 <HOSTNAME> NetworkManager[1496]: [1715092174.1460] l3cfg[66bbb8ac19c27370,ifindex=2]: unable to configure IPv6 route: type unicast fe80::/64 dev 2 metric 1024 mss 0 rt-src ipv6ll
