Can we load the performance document with intermediate step using HDL

Due to some change in requirements, we need to cancel the work relationship for majority of employees in Prod. When we cancel the work relationships, the goals, goal plans, check-ins and performance documents assigned to them will be wiped off. So we need to extract these data before cancelling work relationship and load them back after reloading worker.

The question here is, can we load the performance document with intermediate step like Employee Evaluate, Manager Evaluate In Progress etc. using HDL? Or will the performance document will be in initial stage when we load them using HDL?
