ALTERNATE APPROVER TABLE

Hi community,
I am writing because I need to use Alternate Approvals but I don't know how I can do that to satisfy client needs. We have set as hierarchy in the plan, the manager hierarchy. We want approvals to follow manager hierarchy but when the top of the hierarchy is reached, we want both the COE (that is the highest approver) and the HR Manager to approve.
I tried to set the Alternate Approver as the following: as Worksheet Manager I put the HR Manager and as Alternate Approver
