Separate Approval workflow for technical evaluation & Surrogate Response

Summary:

Is it possible to have separate approval workflow when a technical evaluation is performed and scored?

Also when there is a surrogate response entered by the buyer on the behalf of supplier, then is it possible to trigger separate approval?
