How to hide Job Requisition "Submit" button to the Recruiting Manager

Hi all,
I'm trying to hide the "Submit" button to the Recruiting Manager in order to avoid submission by their.
Our client asks for Recruiter starts to create the Job Requisition, then the Recruiting Manager enters the Posting Description and takes in action to "Save and Close". The last step have to consider the Recruiter, again involved to Submit the Job Requisition in order to proceed to Publish the Job Requisition.

Actually I'm trying to hide the Submit button by using Page Composer to restrict the visibility on the Recruiter, however the EL expression seems not working
