Oracle Guided Learning Editor - Google Chrome Browser Extension Requirement

For the Google Chrome browser extension that is required for OGL Editor, does anyone know the answers to these questions?

  1. Why does the extension need the chrome.webRequest API component?
  2. If Oracle owns the extension, why is it maintained by Iridize?
