Unable to create Inventory Destination type requisition line for an inventory item

Summary:

I have set preference as Inventory and tried to add an expense item to the cart. application is not allowing to add.

Error: LineNumber 1: The destination type is invalid. Inventory destination type isn't applicable for this requisition line. (POR-2010455) Details: Possible reasons are that inventory isn't implemented, the item isn't an inventory item, the item isn't stockable in the deliver-to organization, or the deliver-to location is a one time location.

Please confirm whether we need to change preference for each requisition lines in Responsive Self Service Procurement?
