Individual Compensation Plan - Projected Hire Date, Start Date or Submission Date

Summary:

Does the start date setting within the individual compensation plan only apply to recruiting or pending workers? I am trying to use this setting via the Manage Individual Compensation Plan action but found that the date isn't being populated based on the number of days I have set.

Example: I have the date set to 90 days and would expect the start date to default to 90 days based on the submission date.
