'Copy' option is greyed out while employee adds the goals in the 'Actions' dropdown menu

Hi Team,

'Copy' Option is greyed out when employee adds the goals. Its getting graded in only after Manager's Approval. We have the requirement that 'Copy' option should be enabled in the 'Actions' dropdown menu before goals approval takes place. Please Update.
