Expenses declarations for terminated employees

Hello,

We got a request to create an expense declaration for a terminated employee. EE is terminated since the 14.05.2024 so he is not able to request for the expense declaration anymore (no access to Oracle), and neither the manager since managers do not have the expense link under ''My Teams''.

Can anyone suggest if there is a possibility to request an expense declaration for a terminated employee in any way?
