Customer Account Number not showing in UI for Customer Assets

We have loaded thousands of assets of type 'Customer Address'. However we observed that the customer account number passed in FBDI do not show up in UI even though the data is present in fusion tables.

We further observed that this is because of Bill-To site is missing for the customer accounts.

The question is - Why is bill-to needed in customer master for the customer account to show up in assets?
