Unable to move the change requests/Orders workflow if creator leaves the company

Summary:

If someone creates change orders/requests in Product Development or PIM and is in workflow approval process, when that person leaves the company, we are unable to move the workflow to any status.

New user assigned to the change order/requests should be able to move the workflow status and able to complete the change request/orders.
