Need help configuring BPM Workflow Task for Issue Notifications

Summary:

I have tried to customize the Issue Notifications Catalog workflow template for the Create Issues task under Project Management, but it is not reflecting my new template. I have even updated the refresh cycle for the BPM workflow templates to 15 minutes instead of 24 hours and still nothing is being changed. Can anyone help with this?
