Remove add role button from user account

Summary:

I have created a custom role for only editing user details in user account such as Username and email.

And I am not able to remove the Add and remove roles button from this custom role.

Could you please suggest, how we can remove these buttons(Yellow) from roles section or is it possible to remove the roles section completely?
