Security role that gives access to 'Recruiting Agencies' task only

Summary:

We would like to create a role for our Recruiter Team Leads who have the ability to add/remove recruiting agencies. Basically they should have have access to the setup maintenance work area but ONLY Source Candidates area and the 'recruiting agencies' task. Nothing else.

Please advise if this is possible. Is there a specific privlege we can use to control this? What is the best way to tackle this. Thanks.
