Restrict Salary Increase in Salary Change/Promotion/Transfer through Autocomplete Rules

Hi Team,

We have to restrict salary increase while Promotion or Transfer action is taken along with Grade Change. The new salary should be maximum of either 10% of the current salary or the minimum salary of the grade it is getting upgraded to. This has been submitted as Use Case #21 and it's been approved by Oracle.

Can someone please advise on how to achieve this?
