Manage Banks quick action is not showing

I created a custom role and added all the following roles:

Payee Bank Account Management

Employee Bank Account Management

Use REST Service - Worker Bank Accounts

Employee Bank Account Management

Payee Bank Account ManagementUse REST Service - Worker Bank Accounts

Payee Bank Account Management

I added the following privileges:

Manage Bank

View Bank

View Bank Account

View Bank Statement

View Bank Statement Reconciliation Matching Rule

View Third Party Bank Account

Manage Bank Account Security

View Bank Branch

I regenerated the function and ran the LDAP process, but I still can't access "Manage Banks" Quick action.
