Journey still shows on Explore page even with eligibility profile defined at checklist level

Summary:

We are having issues with journeys showing on the Explore tab even with an employee is NOT ELIGIBLE for the journey via eligibility set at the checklist level. This eligibility profile uses a fast formula to define employees by work location. This employee has never worked in a location outside of CA, yet they see Journeys for OR and TN - why is this occuring? Is this expected behavior?
