Resignation access denied from ODA

Summary:

Resignation Deep link opens a new tab with null header and Access denied error message. However user is able to access Submit resignation under Me from the dashboard.

Logged in user has sufficient privileges to access resignation but the deep link provided from ODA do not allow the user to access.

How can this issue be resolved?
