Job Profile : Blank section when trying to add a new competency

As HR, when trying to add a new competency into a job profile, the section appears blank in redwood page

Content (please ensure you mask any confidential information):

When an HR user (with seeded role : Human Resources administrator, Human resources specialist, in all view perimeter) goes to My client group > Profile > Job Profile > Select a job profile, and try to add a new competency, a blank section appears as below:

All redwood profile options are on "Yes". What could be missing ?
