Address Autocomplete for the US: Trigger when Address Section is not pouplated

Summary:

We created an autocomplete rule to validate US Home Address in transactions like Add Pending Worker, Hire an Employee, Create Work Relationship, Local and Global Transfer etc., where if the Associates are from the United States Legislation, then they must have a US Home Address.

Question: Do we have ability to trigger the error message when users do not populate the Address section as below? E.g. when an HR user just clicks on continue without populating the fields in Address section. I noticed that the error message is not working in this case.

What happens is error is only triggering when user starts to populate Address Section, example In Add a Pending Worker, I selected US LDG and suppose to add a non-US address:
