Best Candidate Functionality

Summary:

I wanted to clarify the use case for the Oracle Recruit 'Best Candidate' AI Functionality. Does this functionality recommend candidates that might not have applied to the requisition or does it rank the candidates who have applied as a 'shortlist' type functionality? The requirement we have is to be able to use AI to 'rank' candidates who have applied to a job requisition in order to refine the candidates and pass on a shorter list to be reviewed ahead of inviting to interview.
