Temporary Work Skills and 'Least Skilled Resource'

Summary:

We're aware that Routing is geared towards making use of the 'Least Skilled Resource'. If 2 Resources are equal in every way, except Resource A has 4 Skills and Resource B has 2 Skills, then Routing will prefer to use Resource B.

Our query revolves around how Routing 'counts' the Skills when it's faced with Temporary/Recurring Work Skills, such as in the image below. If a Resource has the same skill applied, but between different Start/End Dates, does Routing know that it's only 1 Skill? Is it only counting the entry that's relevant to the period being looked at? or does it count every entry as a unique skill?
