For an ex employee if recommended for rehire is marked as No then candidate application should be rejected

In Core HR when an employee is terminated the 'Recommended for Rehire' option is marked as 'No'.

Later if the same employee is applying from external career site and submitting the job application - as the 'Recommended for Rehire' is marked as 'No' the candidate application should be Rejected automatically.

We have tried using the Fast formula, but unable to map and execute the rejection of candidate application. Any thoughts or process options can shared.
