Why do Visual Builder default rules show changes

Summary:

1. Navigate to visual builder to any work structure location, job or any page in express mode
2. Click configure fields and regions.
3. You will see only one default rule, however many fields have blue dots on them signifying a change.

The question is this is a default rule that cannot be edited so whey would there be a change. We have no rule at all in design studio so i thought maybe the defautl values in redwood were different than defaults in responsive but tha tdoes not seem to match up. Why would any default rule have blue dots beside them. If its default there would be no change. Even when you click the icon to see the chagnes, some fields show exactly no change and some show a chang from required to not required.
