I am unable to edit the technical help text in the Properties of our career sections

Summary: I want to add some additional verbiage to the "Technical Help" text under Properties in our Career Sections, but I only see Show/Hide, there is no Edit. I have Recruiting-System Administrator as one of my user types (both delivered and our custom version). I also looked through the list of user types and don't see anything I don't already have that looks to be specifically related to the career section.
