Is there a way to restrict the Move to HR option if there are no more positions available on req?

Summary: We had to implement the IRC_COMMUNICATE_JOB_OFFER_IGNORING_NUMBER_OF_OPENINGS permission sicne we have competive positions and have more offers than open positions on the requisition.

The request is now to have the same restriction found in IRC_COMMUNICATE_JOB_OFFER_IGNORING_NUMBER_OF_OPENINGS but at the HR phase instead.

Is there a way to restrict the Move To HR option by the number or positions (headcount) listed on the requisition? For example if there are 10 positions list on the requisition and 9 hires then the Move To HR option is available for the next hire. Once there are 10 hires on the same requisition, if an eleventh offer was accepted then the Move to HR option is no longer available.
