Is there a way to allow a shopper to reassign a started requisition to someone else to complete it?

Summary:

Is there a way to allow a shopper to reassign a started requisition to someone else to finish before it goes off to approval workflow?

Example;  A electrician needs a circuit board, they punchout to a catalog, find what they need and then pull the shopping cart  back into the requisition. The electrician then sends this to someone else in the organization to populate the funding string information, etc.. That person then submits the requisition and it goes through the approval workflow.
