OCI: Unable to Start pmcd.service with "status=2/INVALIDARGUMENT"

Symptoms:

pmcd.service failed to start. From the "journalctl" output, it revealed an error message “pmcd.service: Main process exited, code=exited, status=2/INVALIDARGUMENT“:

$ sudo journalctl -axe -u pmcd
