user Permission association of apex and saas

Is there a role in Saas that allows only APEX access and cannot insert or delete Operation?
For example, when a user is given a role and registered on the APEX screen,
they can only access it, and cannot create or delete.
Also, are there separate relationships between user roles and APEX in Saas?
