What is best practice when creating smart tips?

Summary:

If you want a series of smart tips to always be visible on a particular screen, is it best practice to create them as a separate smart tip item in OGL or should they be incorporated within the related process guide? For example, for ORC we are creating a process guide showing users how to create a job requisition. However, we are aware that some users will not always want to access the process guide to complete the task so we want some smart tips to always appear on the create a job requisition screen as a reminder prompt.
