How to prevent account from being inactivate

Hi, Is there a way to keep oracle user account active when no roles are assigned to a user account? currently, LDAP is deactivating user account when roles are not assigned.

There are many approvers who doesn't login into oracle and they are just approvers for certain documents. They are able to review and approve this document via email only if their oracle cloud user account is active. When no roles are assigned , their users are getting deactivated after LDAP is run (once a day). if the roles are assigned, their account stays active but it contributes towards license. The only thing these approvers do is to approve documents.
