We need to validate for example: Action : Change salary, Reason: Promotion. Validating 1: start date to be effective on 1st day of every month, and to submit the change only on January-Feb-March (Except May and November), etc from 10 to 27, the rest of the month is not allowed.
Validating 2: This rule has 3 roles as an exception, I mean, if the user has a certain role the change can be submitted any time.
