Custom Account Payables Inquiry only role and an Account Receivables Inquiry only role.

Why is the Role access content not showing on User start screen. Priviliges not in the "Burger" in left opper corner.

I have created a Account Payables Inquiry only role and an Account Receivables Inquiry only role by making a copy and remove all action priviliges from Function Security policies or Sub-roles. Now users do not see the AP in menu on start schreen.
