How many records can be loaded for one value set in a file without impacting process' performance?

Summary:

We have got a file which contains close to 392k records for one value set only. The file is loaded into UCM and the process "Upload Value Set Values" is scheduled. The process keeps running for 14-16 hours and still does not complete. When the same file is split into two or four, the process completes in the range of 5-10 min. Can you please provide information on how much records can be loaded for one value set in a file without impacting the performance of the process?
