Why allocation formula don't get transferred during a clone?

We cloned our PROD environment to our already existing TEST environment (Source = PROD / Target = TEST). But the TEST environment still have our old allocation formulas. Our new allocation formula's that are in PROD cannot be found in the new TEST environment. I suspect these have not transferred from PROD to TEST. Is this a normal behaviour? if YES, what is the reason please?
