Unable to add final close date to payroll relationship

When trying to add the final close date to a record we are receiving an error "During entity object validation, a null or invalid value was encountered in the TaxUnitId attribute on the DIRReportCardDEO entity object. (PAY-1635831)"

Can anyone advise how we resolve this, thanks
