Hide Requisitioning BU and still be able to perform Receipts in Self-Service Procurement

We are looking for a solution onw ho to restrict users to create a req by hiding the requisitioning BU under preferences, and at the same time they should be able to perform receipts for that restricted BU. Please provide your views on how to achieve this
