Manage Job Offer: ERROR "the work relationship already exists"

Hi all!
We have an internal candidate that was moved to HR with action “Promote” instead of “Transfer”.
On Manage Job Offer, we selected “Return to Manual Processing” and “Redraft Offer” however, we encountered the error "the work relationship already exists".

Upon checking, the promote transaction is already in his/her promote future dated. To correct this, should we delete the “promote” record? Does it make sense???
