IRC-1590225 error on internal candidate

Summary:

We have an internal candidate moved to HR with "Promote" action instead of "Transfer". In Manage Job Offers, we selected "Return to Manual Processing" then "Redraft Offer" to correct the action but we encountered an error. What should fix the issue? Do we need to delete the promote record in the internal candidate?
