How do you prevent subelements from being available for selection in element entries when they have eligibility?

By default, every element with eligibility will appear in the dropdown/search box of element entries and be available for user selection. Results and Retro elements will have eligibility if they are costed, but not normally be intended for user input, and some elements need the calculator subelement to have eligibility for some reason.

"Accept results from formulas only" will prevent that element being available for selection, but that can only be set/unset before the element has eligibility. Once you are live and the element has been used, this cannot be changed.
