Manage Summary Revenue Screen does Not Consistently Populate Budget Revenue

For Project Contracts (N) Contract Management > Revenue > Tasklist > Manage Summary Revenue

The 'Manage Summary Revenue' screen intermittently populates the 'Budget Revenue' field for Projects.

What is the criteria for populating this field? Where does it pull from?

All projects in this screenshot example have Revenue Budgets as well as Contracts associated. What is the rhyme or reason when Budget Revenue is populated vs when it is not?

(I have run Update Project Performance; Update Contract Performance for all Projects).
