Summary: Validation formula to check for duplicate Element Entries

We have a requirement to prevent people from entering duplicate ICP. If the same element entry existed within a year with the same Event Date (which is an input value), we want to display an error and prevent further processing. Does anyone have a validation formula to check on the element entry and the Event date that was stored in past element entries and the current on-screen input Event Date? Appreciate your sharing.
