How to remove approvers from 'Manage Approvals' page from Requisition

Why is the 'Delete' action grayed out in the Manage Approvals page? Please check below screenshot.

The primary requirement from client is below:

Scenario: There are 4 approvers in the workflow. 3rd approver rejected the approval. The requestor updated the requisition and re-submitted it. Client wants the requisition to go back to the 3rd approver directly.

I understand that from process perspective this is not completely right. Because the changes should be approved by the 1st and 2nd approvers also. But want to check if this is possible to do any way.
