Does internal auditor role consume license?

Supplier user wants to know the historical changes done on suppliers in last 1 year. This report is required for audit purpose. I can generate audit report for supplier by providing internal auditor role to the supplier user. However, I want to know does internal auditor role consumes license? If yes, then is it counted as one or more?
