How to layout a VBS Organization

So, I'm sure the answer to this is "What ever works best for your team", but i'm curious if there's any best practice on how to layout the Organization of VBS.
I've included a diagram that kind of explains what i'm talking about better than words could. Basically there's two main questions:
- What should the scope of a project be?
- What should the scope of a workspace be?
First, should the scope of a project be by Module or by Business Object? (Examples in diagram)
Second, should the scope of a workspace be by Business Object or by specific page? (Examples in diagram)
