Disable "this will create a change order" message on PO and BPA

Summary:

I have a team of amazing buyers. They are all very well aware by now, that clicking Edit will create a change order. This message is frustrating them, and I'd like to turn it off. There is no start/end date on messages and no way to delete predefined messages. What are my options to save my users from clicking Yes?
